Producers call for clear B20 production allocation

The Indonesian Biofuel Producers Association (Aprobi) has said it welcomes Presidential Regulation (Perpres) No. 66/2018 mandating the use of 20 percent blended biodiesel ( B20 ), but has called for clear specifications on the production allocation for B20 fuel. Coordinating Economic Minister Darmin Nasution had said earlier that President Joko “Jokowi” had signed the Perpres, which will come into effect on Sept. 1.

Aprobi chairman Master Parulian Tumanggor said in Jakarta on Monday that a technical guide on implementing the regulation was needed so that energy companies could prepare their biodiesel factories for production. “We will produce about 2 million kiloliters (kl) of B20 fuel from Sept. 1 to Dec. 31,” Master said as quoted on kontan.co.id, assuring that biodiesel producers could meet the market demand once the B20 regulation had been enacted.

Master said the annual capacity of all biodiesel producers was 12 million kl. “What we urgently need is the [production] allocation for B20 fuel from the Energy and Mineral Resources Ministry,” he said. B20 has been available in the country since 2016, but biodiesel production has been limited to the Solar diesel brand of state-owned energy company Pertamina under the public service obligation (PSO) scheme. After Sept. 1, B20 is available for use as a non-PSO fuel, including use for transportation like buses, trains and ships, as well as heavy equipment and military vehicles.

Program B20 Untungkan TBLA

JAKARTA. Penerapan kebijakan B20, menurut para analis, bakal melambungkan kinerja PT Tunas Baru Lampung Tbk (TBLA). Analis senior Paramitra Alfa Sekuritas William Siregar berpendapat, secara umum, sebenarnya kebijakan B20, akan berdampak positif bagi emiten yang memiliki pabrik biodisel. Nah, di antara emiten yang ada, menurut William, yang paling signifikan menikmati dampak jika kebijakan B20 diaktifkan pada September mendatang adalah TBLA dan SMAR. Hanya saja, dibanding SMAR, TBLA memang lebih unggul dalam menerapkan kebijakan B20. Pasalnya, selain karena likuiditasnya jauh lebih bagus, TBLA memang memenuhi kriteria pabrik biodisel unggulan. “Tahun kemarin, TBLA menjual biodiesel sebanyak 8.000 kiloliter. Dengan mandatori nanti, TBLA bisa meningkatkan utilitas. Karena kebijakan B20 itu nanti menyerap CPO ke pasar domestik dan TBLA sudah sangat siap untuk hal itu,” jelas William. Ia merekomendasikan buy saham TBLA dengan target harga jangka panjang Rp 1.700.

Presidential regulation paves way for wider B20 adoption

Various kinds of transportation services are now obliged to use 20 percent blended biodiesel (B20) in their fuel as mandated in a newly issued presidential regulation, in the latest move to help reduce the countrys reliance on fuel imports, which have contributed to the current account deficit. The government issued on Tuesday Presidential Regulation (Perpres) No. 66/2018, which expands the use of B20 to the non-public service obligation (PSO) sector, one of the worlds largest palm oil producers. The regulation will take effect on Sept. 1.

Coordinating Economic Minister Darmin Nasution said recently that the use of B20 in public services began in 2016 with Solar, a brand of diesel fuel produced by state-owned energy giant Pertamina. With the new presidential regulation, the use of B20 would be expanded to various means of transportation outside of public services, such as trains, ships, heavy equipment and military vehicles.

The government-backed Indonesian Oil Palm Estate Fund (BP-DP-KS) was previously required to provide incentives to biodiesel distributors in order to cover the pricing gap between diesel and biodiesel fuels in PSO services only. In the new presidential regulation, the agencys coverage for such incentives will be also implemented in non-PSO services. “The [pre-existing incentive] mechanism will not change; the BPDP-KS will give incentives if there is still a gap [between diesel and biodiesel prices],” BPDP-KS president director Dono Boestami said in Jakarta recently.

The BPDP-KS disbursed incentives for 1.1 million kiloliters of biodiesel in the first half of this year. The expansion of B20 was one of the governments strategies to reduce the current account deficit, which had swelled as a result of the rising demand of fuel imports. Indonesia saw its deficit widen to USS8 billion in the second quarter of this 1 year, equal to 3 percent of the gross domestic product. With a reduction in fuel imports, the rupiah, which has been under constant pressure from a stronger US dollar, could be stabilized. The rupiah depreciated by 3.94 percent in the second quarter.

Should the government implement the B20 policy. Dono said it would also help stabilize the crude palm oil (CPO) price amid an oversupply in the market and a slowdown in the export of the commodity, as driven by trade tensions between the United States and China. Data from the Indonesian Oil Palm Association (GAPKI) shows that the export volume of palm oil – including CPO, palm kernel oil (PKO) and its derivative products – declined to 15.3 million tons during the first half of 2018. The figure slid by 2 percent from the 15.62 million tons seen in the same period last year, the data shows.

Meanwhile, palm oil production reached 22.32 million tons in the first six months of 2018, up by 23 percent from the same period of last year, which reached 18.15 million tons, according to GAPKI data. Master Parulian Tumanggor, chairman of the Indonesia Biofuel Producers Association (Aprobi), pinned his hopes on the new presidential regulation, which is expected to increase sales of biodiesel made from palm oil by 2 million kl in the next four to five months.

Cabinet ministers have expressed hope over the BPDP-KS strengthening its role in promoting palm oil. The agency is expected to fight against the European Unions campaign against CPO products and Indias restrictive measures on CPO imports from Indonesia. Dono said the agencys role in recent negotiations with the EU had been gradually increasing but remained limited, as the talks had reached high-level meetings where only official delegations could participate.

ANDI Targetkan Penjualan CPO 48 Ribu Ton

Jakarta -Geliat penjualan kelapa sawit diyakini bisa tumbuh lebih agresif seiring dengan hadirnya aturan B20 dari pemerintah yang mewajibkan campuran 20% minyak sawit ke dalam bahan balar mesin. Berangkat dari hal tersebut, emiten perkebunan sawit PT Andira Agro Tbk (ANDI) terus memacu target penjualan produk minyak sawit atau Crude Palm Oil (CPO) tahun ini lebih besar lagi. Direktur Utama ANDI, Francis Indarto mengatakan, sampai Maret 2018, perusahaan sudah mencatat penjualan Rp 50 miliar. Penjualan disumbangkan dari CPO 8.000 ton dan inti kelapa sawit 2.000 ton. “Dengan adanya aturan B20 dari pemerintah akan menstimulus permintaan CPO. Saat ini pertumbuhan penjualan kami per tahun sekitar 15% sampai “20%. Harapannyadenganadanya aturan itu dapat stabil di level tersebut,”ujarnya di Jakarta, kemarin.

Hingga akhir tahun ini pihaknya pun menargetkan penjualan minyak sawit dapat tembus hingga 48.000 ton. Saat ini harga CPO di kisaran USS 560 per ton, dengan ekspektasi menca-, pai USS 600 sampai USS 620 perton.”Kami saatini memiliki kapasitas produksi kelapa sawit sekitar 4.000 ton dan akan membangun pabrik baru untuk meningkatkan produksi sekitar 10.00-0 ton di tahun 2022 pada saat pabrik baru ini jadi “kata Francis.

Dengan target penjualan capai 48 ribu ton, perseroan membidik total penjualan tahun ini sebesar Rp 500 miliar. Kahar Anwar, Direktur PT Andira Agro pernah bilang, untuk laba pihaknya menargetkan sebesar 15% sampai 20% dari margin penjualan perusahaan. Hingga Maret 2018, laba bersih mencapai Rp 7,07 miliar. “Capex kami tahun ini sebanyak Rp 15 miliar sampai Rp 20 miliar, dengan penyerapan sudah mencapai 40% saat ini,” ujarnya.

Mayoritas penggunaan capital expenditure (capex) atau anggaran belanja modal ini untuk pembiayaan infrastruktur kebun, biaya perawatan dan pembangunan jalan. Diharapkan dengan adanya penambahan pabrik baru, tahun depan penjualan perusahaan dapat terus tumbuh. Perseroan juga mengungkapkan, hasil IPO akan digunakan untuk membangun pabrik kelapa sawit (PKS) baru dengan nilai investasi sebesar Rp 135 miliar dan pembangunan P-KS tersebut membutuhkan waktu 24-36 bulan.

Saat ini perusahaan tersebut baru memiliki satu pabrik kelapa sawit di Kabupaten Banyuasin, Sumatera Selatan. Kahar Anwar menuturkan, tujuan pembangunan pabrik baru ini untuk meningkatkan kapasitas produksi serta memanfaatkan potensi tanaman plasma di sekitar pabrik baru sebesar 40.000 hektare hingga 50.000 hektare. ANDI sendiri saat ini memiliki 10.000 hektare lahan yang sedang digarap yang terdiri dari 50% lahan plasma dan 50% lahan inti. “Kapasitas produksi kami saat ini 45 ton per jam dan utilitas pabrik sudah mencapai 90% sampai 95%. Jadi kita butuh pabrik baru. Pabrik baru ini akan meningkatkan kapasitas produksi menjadi 85 ton per jam,” kata Kahar. Pembangunanpabrika-kan dimulai pada tahun 2019.
