The Ministry of Energy and Mineral Resources (ESDM) has reported impressive performance achievements for the first half (H1) of 2025, focusing primarily on the contributions of the biodiesel program and a surge in energy sector investments.

Minister of Energy and Mineral Resources, Bahlil Lahadalia, emphasized that domestic biodiesel utilization up to June 2025 reached 6.8 million kL. The economic benefits of this mandatory program are significant, including:

  • Foreign Exchange Savings: Estimated to reach USD 3.68 billion in 2025.

  • Added Value: An increase in value-add for the primary commodity, Crude Palm Oil (CPO).

ESDM Sector Investment Hits Record High

Beyond the success of biodiesel, total investment realization in the ESDM sector recorded its best performance in the last five years, reaching USD 13.9 billion in H1 2025. This figure represents a significant increase of 24.1% compared to the same period in the previous year.

The USD 13.9 billion investment is distributed across various subsectors, with Oil and Gas remaining the largest contributor.

Strong Non-Tax State Revenue (PNBP) Amidst Price Trends

Despite facing a downward trend in global commodity prices, Non-Tax State Revenue (PNBP) from the ESDM sector reached Rp 138.8 trillion by mid-year, accounting for approximately 54.5% of the established target.

Focus on Job Creation and Downstreaming

The Ministry of ESDM also recorded substantial labor absorption, with 753,578 people employed across the Oil and Gas, Mineral and Coal, Electricity, and New and Renewable Energy (EBT) sectors during H1 2025.

Moving forward, the Ministry of ESDM is committed to supporting the acceleration of 18 Priority Downstreaming Projects, which require a massive investment of up to Rp 618.3 trillion. This ambitious project is estimated to create new jobs for 273,636 people, further strengthening Indonesia’s sustainable development goals.
