Sejak penerapan kebijakan pencampuran biodiesel dengan solar pada 2015, industri biodiesel Indonesia telah mengalami kemajuan pesat. Kebijakan tersebut dinilai berhasil, terutama dengan adanya program B35 yang direncanakan terus meningkat secara bertahap hingga mencapai B100.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Namun, Wiko mencatat tantangan yang perlu diatasi untuk memenuhi kebutuhan biodiesel. Ia memperkirakan bahwa untuk memenuhi target B40, Indonesia membutuhkan tambahan sekitar 2,5 juta ton minyak sawit mentah (CPO). Hal ini menjadi peluang besar sekaligus tantangan bagi sektor kelapa sawit.<\/span><\/p>\n<h2><b>Peran Vital Petani Sawit dalam Mendukung Program Biodiesel<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Menurut Wiko, petani sawit swadaya memegang peranan penting dalam mendukung pasokan bahan baku untuk biodiesel, sehingga tidak hanya bergantung pada ekspor saja. Seiring dengan meningkatnya permintaan biodiesel, kebutuhan CPO pun ikut bertambah. Diperkirakan bahwa pada 2035, program B60 akan berjalan dengan peningkatan permintaan biodiesel sebesar 3% per tahun. Kebutuhan ini diproyeksikan mencapai 34,35 juta metrik ton CPO.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Indonesia memiliki potensi besar dalam perkebunan sawit swadaya dengan luas area sekitar 5,31 juta hektar. Produksi tahunan mencapai 14,87 juta metrik ton CPO atau setara dengan 13,91 juta kiloliter biodiesel, terutama dari perkebunan di Sumatera dan Kalimantan.<\/span><\/p>\n<h2><b>Tantangan yang Menghadang: Kebutuhan Model Rantai Pasok yang Inklusif<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Kendati memiliki potensi besar, model rantai pasok saat ini masih belum optimal bagi petani sawit swadaya untuk mendapatkan nilai tambah maksimal. Wiko mengusulkan adanya model baru yang memungkinkan petani sawit swadaya menyuplai langsung ke Pabrik Kelapa Sawit (PKS) mini yang dikelola oleh kelompok petani. PKS mini ini nantinya bisa memasok langsung ke PT Pertamina sebagai offtaker biodiesel, sehingga menciptakan rantai pasok yang lebih inklusif dan memberikan manfaat ekonomi lebih besar bagi petani.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Meski demikian, beberapa tantangan menghambat optimalisasi peran petani sawit dalam rantai pasok biodiesel. Di antaranya, produktivitas kebun sawit swadaya yang mulai menurun serta perlunya peremajaan. Selain itu, aspek kelembagaan petani yang masih lemah serta regulasi perizinan PKS mini menjadi hambatan utama. Kendala lainnya adalah keterbatasan data akurat mengenai petani sawit swadaya. Termasuk identitas dan lokasi, yang menyulitkan pemerintah dalam memastikan legalitas dan kesiapan mereka mendukung industri biodiesel nasional.<\/span><\/p>\n<h2><b>Strategi Memajukan Perkebunan Sawit Swadaya<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Demi mengatasi kendala tersebut, Wiko menegaskan perlunya langkah strategis dari berbagai pihak. Tidak lain untuk memberdayakan perkebunan sawit swadaya dalam rantai pasok biodiesel nasional. Dengan rantai pasok yang lebih inklusif, petani sawit dapat menikmati manfaat lebih besar dan mendukung industri biodiesel Indonesia menjadi lebih berkelanjutan. Model ini juga membuka peluang bagi Indonesia untuk menguatkan posisi dalam memenuhi kebutuhan energi nasional.
