Dalam dua dekade terakhir, dunia telah menyaksikan lonjakan masif dalam pengembangan bahan bakar nabati (biofuel). Fenomena ini, seperti yang diuraikan oleh FAO (2008) dalam laporannya <\/span><i><span style=\"font-weight: 400;\">The State of Food and Agriculture<\/span><\/i><span style=\"font-weight: 400;\">, bertujuan mulia: mencapai penghematan energi fosil (keamanan energi), pengurangan emisi (mitigasi perubahan iklim), dan pengembangan pertanian pedesaan. Lebih jauh, tujuan ini semakin relevan dengan Sustainable Development Goals (SDGs) yang telah menjadi peta jalan pembangunan global 2015-2030.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Palm Oil Agribusiness Strategic Policy Institute (PASPI) melalui laporan risetnya di tahun 2021 berjudul <\/span><i><span style=\"font-weight: 400;\">Minyak Sawit Menyediakan Bahan Bakar Nabati (Biofuelling) bagi Dunia<\/span><\/i><span style=\"font-weight: 400;\"> secara gamblang menyatakan bahwa pengembangan biofuel, khususnya yang berbasis minyak sawit, mampu berkontribusi pada setidaknya empat tujuan SDGs: SDG-1 (Tanpa Kemiskinan), SDG-7 (Energi Bersih dan Terjangkau), SDG-8 (Pekerjaan Layak dan Pertumbuhan Ekonomi), dan SDG-13 (Penanganan Perubahan Iklim). Ini menunjukkan bahwa biofuel bukan hanya solusi energi, tetapi juga motor penggerak pembangunan berkelanjutan.<\/span><\/p>\n<h2><b>Biodiesel Global: Sawit Pimpin Pasar Bahan Baku<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Salah satu produk biofuel yang paling gencar dikembangkan di seluruh dunia adalah biodiesel. Produksinya sangat bergantung pada ketersediaan bahan baku (<\/span><i><span style=\"font-weight: 400;\">feedstock<\/span><\/i><span style=\"font-weight: 400;\">) di masing-masing negara. Misalnya, Amerika Serikat, Brasil, dan Argentina yang surplus kedelai mengembangkan biodiesel berbahan dasar minyak kedelai. Uni Eropa, sebagai produsen minyak <\/span><i><span style=\"font-weight: 400;\">rapeseed<\/span><\/i><span style=\"font-weight: 400;\"> terbesar dunia, fokus pada biodiesel dari <\/span><i><span style=\"font-weight: 400;\">rapeseed<\/span><\/i><span style=\"font-weight: 400;\">. Sementara itu, Indonesia dan Malaysia, sebagai produsen kelapa sawit terbesar global, secara alami menjadi pemimpin dalam pengembangan biodiesel berbahan baku minyak sawit.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Organisation for Economic Cooperation and Development (OECD) dalam laporan <\/span><i><span style=\"font-weight: 400;\">OECD-FAO Agricultural Outlook 2020-2029<\/span><\/i><span style=\"font-weight: 400;\"> (2020) menggarisbawahi bahwa pengembangan biofuel, termasuk biodiesel, di berbagai negara terbukti sangat berkelanjutan dengan pertumbuhan positif yang signifikan. Hal ini didorong oleh berbagai kebijakan suportif seperti mandat pencampuran (obligatory blending), pajak preferensial, dan subsidi. Dukungan kebijakan ini terbukti efektif dalam memicu permintaan dan memengaruhi harga, menghasilkan tren produksi biodiesel global yang positif.<\/span><\/p>\n<h2><b>Biodiesel Indonesia di Barisan Depan Produsen Biodiesel Dunia<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Lima tahun terakhir menjadi saksi bisu pertumbuhan pesat industri biodiesel global. Data United States Department of Agriculture (USDA) dalam laporan <\/span><i><span style=\"font-weight: 400;\">Biofuel Annual (Cross Country)<\/span><\/i><span style=\"font-weight: 400;\"> (2020) menunjukkan bahwa produksi biodiesel dunia meningkat dari 31,1 juta kiloliter pada 2015 menjadi 44,7 juta kiloliter pada 2020.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Dalam daftar produsen biodiesel terbesar dunia, Uni Eropa memimpin dengan pangsa 36%, diikuti Amerika Serikat (17%), dan kemudian Indonesia serta Brasil yang sama-sama menyumbang 11%. Argentina menyusul dengan 7%. Kelima negara ini secara kolektif menguasai 82% pangsa pasar produksi biodiesel global.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Yang menarik, minyak sawit mendominasi sebagai bahan baku biodiesel yang paling banyak digunakan secara global, diikuti oleh minyak kedelai, minyak <\/span><i><span style=\"font-weight: 400;\">rapeseed<\/span><\/i><span style=\"font-weight: 400;\">, <\/span><i><span style=\"font-weight: 400;\">used cooking oil<\/span><\/i><span style=\"font-weight: 400;\"> (UCO), <\/span><i><span style=\"font-weight: 400;\">tallow<\/span><\/i><span style=\"font-weight: 400;\">, dan minyak kelapa. Peran minyak sawit sebagai <\/span><i><span style=\"font-weight: 400;\">feedstock<\/span><\/i><span style=\"font-weight: 400;\"> biodiesel dunia terus meningkat dari tahun ke tahun, dengan volume penggunaan yang melonjak dari 6,2 juta ton pada 2015 menjadi 13,9 juta ton pada 2020. Pangsa minyak sawit dalam pasar <\/span><i><span style=\"font-weight: 400;\">feedstock<\/span><\/i><span style=\"font-weight: 400;\"> industri biodiesel global juga naik signifikan, dari 23% menjadi 36% dalam periode yang sama. Peningkatan ini didorong oleh keunggulan utama minyak sawit: harga yang kompetitif serta volume pasokan yang relatif besar dan stabil.<\/span><\/p>\n<h2><b>Biodiesel: Pahlawan Lingkungan dan Kesehatan Manusia<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Pengembangan biofuel, khususnya biodiesel berbahan baku minyak nabati, terbukti memainkan peran krusial dalam aspek lingkungan dan kesehatan. Penelitian Khan et al. (2013) berjudul <\/span><i><span style=\"font-weight: 400;\">Impacts of Biodiesel on the Environment<\/span><\/i><span style=\"font-weight: 400;\"> menemukan bahwa biodiesel secara signifikan berkontribusi pada pengurangan emisi karbon di atmosfer bumi. Data USDA (2020) memperkuat hal ini. Produksi dan penggunaan biodiesel menghasilkan emisi CO2 78,5% lebih sedikit dibandingkan bahan bakar fosil. Selain itu, penggunaan biodiesel mampu mengurangi emisi gas rumah kaca (GRK) sebesar 41%. Dampaknya menekan polutan berbahaya dan meminimalisir dampak kerusakan lingkungan akibat pelepasan gas beracun.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Dari sisi kesehatan, Khan et al. (2013) juga menemukan bahwa biodiesel lebih aman untuk dihirup manusia. Studi di Amerika Serikat menunjukkan bahwa emisi biodiesel menurunkan kadar semua hidrokarbon aromatik polisiklik (PAH). Senyawa ini dikenal sebagai pemicu kanker. Lebih lanjut, biodiesel tidak beracun dan mudah terurai secara hayati, menjadikannya pilihan yang lebih aman bagi lingkungan dan kesehatan manusia.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Dengan memproduksi biodiesel dari <\/span><i><span style=\"font-weight: 400;\">feedstock<\/span><\/i><span style=\"font-weight: 400;\"> domestik, Indonesia tidak hanya berkontribusi pada mitigasi perubahan iklim dan peningkatan kualitas udara, tetapi juga memperkuat ketahanan energi nasional.
